Devil in the Details When Dealing with e-Invoicing in the Parking Industry (Q&A Series 2) 

The level of complications for e-Invoicing varies from one company to another and from one industry to another. For GST, the implementation is quite standard across all companies and industries. Even though the SST rate has increased from 6% to 8% as of April 1, 2024, it varies by industry. For example, the parking industry still remains at 6%, while some services, such as maintenance charges, have gone from 0% to 8% SST. These changes are manageable by adjusting the percentage or understanding the goods and services supplied to the market. Most importantly, as long as your accounting system complies with GST or SST rules, there are no direct interaction between your accounting systems and the LHDN system. 

However, e-Invoicing is different. If your business is busy and individual invoices are involved, your frontend invoicing system must communicate with LHDN’s system every few seconds. These interactions are two-way, and sales figures submitted must be precise, complete with 55 fields of TIN information. Even if your accounting or solution provider assures you that their system is e-Invoice compliant, technical errors and hiccups can occur during implementation and daily operation. 

In terms of complications, the parking industry is among the highest due to the five factors we previously illustrated. Additionally, adopting a third-party Peppol middleware can be costly, and these providers often do not fully understand the complexities of the parking industry.

1.We are valet operator on multiple places, what is the best solution? 

Of course we will recommend TimeTec Valet Parking solution, besides e-Invoice compliance, also support multiple locations, extendable to data analytics module for valet parking.    

2. we also have parking area where there is no internet connection, can the system store the transactions on local site besides on the cloud? 

Normally if internet temporary down, you may use POS terminal to collect parking fee, which customers still have printed receipt for them to request e-invoice when they get back home. For parking area if no internet connection, for example parking site that using ticketing machine and auto pay station, similar treatment when deal with e-Invoice request, because as long that users can have scan QR code and fill out their credential information to retrieve transaction at later stage, e-invoice process would not be an issue. Please bear in mind, e-Invoice is a cloud workflow, you can’t compliance e-Invoice without online processing.  

3. Who is the better person, parking operation staff or account staff should sign in to the MYInvois Portal to upload the invoices? 

Neither the accounting staff nor operation team should sign in to MyInvois Portal to upload invoices, the process should be automated when e-Invoice compliance system is implemented.  

4. Where can we purchase Digital Certificate? 

Digital Certificate needs to be obtained by the system developer like us whom requires the SDK to integrate their system with MyInvois Portal, and it can be purchased from POS Digicert Sdn Bhd.; normal business owners or users just need to register themselves with LHDN to get a Tax Identification Number (TIN) for free, no payment is required.  

5. Do you have a demo or step by step on how we can upload bulk and consolidated invoices.

6. Do you have a template for bulk invoices? 

We provide e-Invoice Admin Guide in our system to guide parking operator.    

7. Can you provide a sample of consolidated e-invoice? 

Yes, in our e-Invoice Admin Guide, we provide sample for both sample consolidated and individual e-invoice for casual, season and valet parking system.   

8. Can we set our own cut off time for individual e-invoice request?  

Yes, our system provides the setting for parking operator to set their allowance preference, not more than 7 days.  

9. Is your system auto captures the transaction, are the customer need to provide customer details to issue e-invoice 

Yes, our system will auto capture the transactions, the customers need to provide but the customer still need to provide TIN information so that the system can process their e-Invoice request.  

10. What if the car number does not belong to the owner? 

Not a problem. For parking sites that using license plate recognition, car plate number is just for the system to retrieve the parking transaction, doesn’t mind its owner, TIN is the important information to process individual e-Invoice for claim purpose.  

11. If regular customer requires daily e-invoice, shall he/she scan QR code and fill out the details every time to request e-invoice?   

For regular parkers that park daily and request e-invoice daily for claim purpose, encourage them to download parking app so that they can register and fill out their TIN information just once to save time and troubles. 

12. Could it be better if PMS – invoicing module links direct to LHDN MyInvois portal instead of Accounting System? 

Yes & No, it depends on your parking and accounting operation, and the level of integration. If your PMS is not fully integrated with your backend accounting system, then PMS should direct link to LHDN portal.  

13. Any other concerns when onboarding e-Invoice compliance? 

Data security. Because customers sensitive data and your sales data are transmitting here and there, and may store in the middleware server, hence make sure your provider has ISO 27001 certification. This is the international standard for information security management. It defines the requirements of a best-practice ISMS (information security management system). This takes a risk-based approach to information security, accounting for people, processes and technology.
