The Association of Individual & Consolidated e-Invoice for Casual Parking  

For retail, parking and B2C businesses, how many days should you give customers to acquire their individual e-invoice, for example, in casual parking? These are the questions you need to ponder, as they are closely associated with the mandatory submission of consolidated e-invoices allowable once a month. 

Option 1: 

Within 30 days from the transaction day, because the consolidated e-invoice can be submitted once a month. 

Option 2: 

1 to 6 days, because the latest submission deadline for the previous consolidated e-invoice is on the 7th day of the following month. 

Option 3: 

Regardless of the specific timeframe, since you have to consolidate the previous month’s unclaimed individual e-invoices, the request period should be aligned with the cut-off period. 

Analysis 

You can’t choose Option 1 because it is against the e-Invoicing rules. For example, if a transaction occurs on the 15th of this month, and the customer is given 30 days to submit the e-Invoice request form but files the request on the 10th of the next month, it contradicts the rule of submitting the consolidated e-invoice by the 7th day of the following month. A company must assume the transaction is unclaimed by the month’s end, consolidate it, and submit it to LHDN. Once transactions are filed, the customer can no longer claim their individual e-invoice even given 30 days from the transaction.  

Of course, the government may change its rules, as seen when the consolidated e-invoice cycle was amended from month-end to calendar month by LHDN on 28th June 2024. 

We strongly recommend Option 2, allowing 1 to 6 days, depending on the comfort level of retailers or parking operators. This option is easier for customers to follow and provides more flexibility for parking operators. The rationale behind Option 2 is that it offers more options for your consolidated e-invoice submission. Imagine if all consolidated e-invoices are submitted between the 1st and 7th of every month, a traffic surge could crash the LHDN MyInvois portal. Additionally, the LHDN portal only allows 5MB for each e-invoice file submission, so parking operators with myriad transactions have to split their submissions into multiple smaller files. Therefore, why not consider submitting daily or weekly? There is no restriction from LHDN on the duration and frequency of submission, as long as the calendar month cycle is met. 

Option 3, adhering to the calendar month cycle, allows customers to claim their individual e-invoice, but restricts parking operators to submit consolidated e-invoices only once a month. This also will create unfairness for customers. Parking users who transact at the beginning of the month enjoy up to 30 days to request their individual e-invoice, while users who transact closer to the month’s end, such as on the 30th, only have one or two days to submit their requests.
